The fact that filming in water is incredibly difficult and expensive is what made the original the most expensive movie of all time (at the time) and did the same for Titanic a few years later. The only way I could see this working from a production standpoint is if either they make it about the inhabitants of Dryland defending their island, or they set it on a sub so most of their filming can be on soundstages.
