A shield was a common feature of 19th century US coinage. Consider it a 150 year callback. I like it. The Mint has been way more friendly to causal collectors the last 10 years with the variety of quarters, nickels and pennies issued.
Though I could have gone without the last minute add-on of the five districts and protectorates after the quarters were done with the 50 states. Kids have spent 10 years filling out their maps and booklets that were produced 10 years ago for those 50 states. And NOW they go and tell them that the collection is not complete unless they get the North Marianas Islands quarter? Way to mess with their developing OCD there, people. Another reason to hate Jack Abramoff, I suspect.
Apparently, all this numismatic stuff is that Rep. Mike Castle of Delaware is a coin collector and when the Republicans took over Congress in 1994, he decided he'd use the power and influence of the Subcommittee with jurisdiction over the mint to make the quarter thing happen.
